The Problem
Software transitions are when data breaks. Every public housing authority (PHA) that has switched systems knows this. The vendor runs its migration tool, the data moves, and the new system lights up. Then someone tries to process a recertification and the prior cert date is wrong. Or the unit address is truncated. Or the household composition carried over but the income calculation did not.
These problems surface slowly. Often weeks or months after go-live, after vendor support has scaled back. By then the errors are woven into daily operations: bad data generating bad letters, bad calculations, bad submissions to HUD.
The vendor's migration tool moves data. It does not understand your program. It does not know that a Housing Choice Voucher (HCV) participant whose record shows zero HAP should trigger a question, or that a unit address that lost its unit number will fail PIC validation. That understanding is your responsibility. You do not have to carry it alone.
