Boutique by Design

ProjectLogic is a woman-owned consulting firm that works exclusively with public housing authorities (PHAs). Founded in 2017, we provide operations consulting across the full lifecycle: assessment, policy development, SOPs, training, analytics, and corrective action support.

We are boutique by design. We draw from a network of senior consultants with experience in PHA operations, HUD regulation, policy, analytics, training, and business process improvement. Not every engagement requires a domain specialist in every seat. Sometimes the best person to review a PHA's workflow is a process engineer who has redesigned workflows in other regulated industries and can see what insiders no longer notice. For each engagement, we select and manage a team matched to the work. There is no junior bench.

How We Work

We know PHAs must procure consulting services competitively. You define the scope, issue the solicitation, and evaluate proposals. We respond with a team, an approach, and pricing matched to the scope.

That process rewards precision: reading the scope carefully, interpreting it correctly, and refining it where the solicitation leaves room. We propose what you asked for and note what could be added later.

Once engaged, we visit on-site as needed and work remotely. We talk to staff at every level, because the people doing the work know things the org chart does not. We are direct about what we find.

Engagements sometimes reveal needs beyond the original scope. An assessment turns up policy gaps. A policy rewrite exposes missing SOPs. New procedures require staff training. We do all of it. When your agency is ready to procure the next phase, you already have a vendor who knows the context. We also decline work we are not qualified to deliver. Not every firm does.

Large consulting firms have capacity. They can staff a dozen PHAs at once. They can also assign your project to someone who has never set foot in a housing authority and bill you for their learning curve.

We chose a different model. ProjectLogic assembles a team of experienced specialists for each engagement. Laura staffs every project directly. When you call, you reach someone who knows your agency, not a coordinator routing messages.

This means we take fewer engagements. It also means we do not lose track of yours. PHAs that have worked with larger firms and then worked with us tend to notice the difference.

Laura Corning

Laura has 15+ years of project management experience across financial services, health services, manufacturing, compliance, and software. Before founding ProjectLogic, she held executive positions in financial operations and led cross-functional projects for organizations including UTC (now Raytheon), AIG, and Merrill Lynch. She is a member of the Project Management Institute (PMI), a scaled agile master, and a Six Sigma Black Belt practitioner.

At ProjectLogic, she assembles the consulting team for each engagement and manages delivery from scoping through closeout: staffing, timelines, and risk.

Laura holds a BA from Cornell University.

Douglas Corning
Policy. Procedure. Analytics. Regulatory Interpretation.

Douglas is a housing policy specialist and licensed attorney with 10+ years in public housing operations. He interprets federal and state housing law, drafts and revises PHA policies, and builds the analytics that turn raw program data into something an agency can act on. He does not provide legal services in ProjectLogic engagements.

He is also a software developer. He builds the tools that match policy language to procedures and gets data out of (and into) internal housing systems like Elite in days, not the months it takes going through the vendor.

Douglas holds a BA from Trinity College, and a JD from the University of Connecticut, both with honors.
