The Problem

Nearly 3,000 public housing authorities (PHAs) have fatal errors in HUD's IMS/PIC system. The PIC Error Dashboard shows over 150,000 rejected 50058 submissions. Some PHAs have error counts exceeding their entire portfolio. The causes are remarkably ordinary: wrong action codes, transposed dates, certifications submitted out of sequence.

Staff reach for the wrong action code because the software presents it first, or because no one ever explained the difference between an applicant who never leased up and a participant who left. The consequences, until recently, were modest. That is changing. Under eVMS, PIC data is what HUD will use to calculate Housing Choice Voucher (HCV) payments. A 50058 that cannot submit is a leased unit that does not register. Dirty data also obscures the operational signals your PHA needs: utilization trends, voucher search success rates, payment standard adequacy. Clean PIC data is not just a compliance obligation. It is the foundation for decisions that improve outcomes.
