The Problem

Most public housing authorities (PHAs) do not lack data. They lack clean data in one place. The numbers live in Elite, IMS/PIC, EIV, eVMS, and spreadsheets on shared drives. There is usually also an export someone pulled six months ago and never documented. By the time leadership asks a simple question, staff are reconciling three reports that disagree with one another.

This creates familiar problems. Utilization looks wrong. PIC errors pile up without a pattern anyone can explain. Board reports take too long to build and still trigger follow-up questions. Staff know the systems contain the answer somewhere. Getting it out is the hard part.

A dashboard does not help if no one can explain why leased-up households are dropping, why SEMAP performance slipped, or why eVMS counts do not match what staff think happened in the month. The point is a number you can defend.
